為貫徹落實黨的十九大精神和中共中央《關于進一步加強中國共產黨領導的多黨合作和政治協商制度建設的意見》，適應人民法院新的形勢任務需要，廣泛接受社會各界監督，努力實現讓人民群眾在每一個司法案件中感受到公平正義的目標，促進法治中國建設，最高人民法院于10月11日在北京召開了第三屆特約監督員聘任大會。山東省眼科研究所黨委書記、所長，山東省眼科醫院院長史偉云教授受邀參會，并被聘任為最高人民法院第三屆特約監督員。

最高法于2010年建立特約監督員制度，從全國人大代表、全國政協委員、各民主黨派、工商聯、無黨派人士、專家學者以及基層群眾中聘請特約監督員，對最高法院工作進行監督。

大會上，最高法院院長周強強調，法院要充分發揮特約監督員重要作用，更加自覺接受監督，充分聽取意見建議，凝聚共識和力量，促進司法為民、公正司法。最高法各部門要各司其職，嚴格落實責任，加強協調配合，切實支持保障特約監督員開展工作。要增強主動接受監督意識，將特約監督員工作與本部門工作有機結合，不斷完善監督機制等。

史偉云教授表示作為來自醫藥衛生屆的特約監督員，一定要以身作則，嚴格按照《最高人民法院特約監督員工作條例（試行）》的要求，認真履行職責，積極建言獻策，傳遞群眾呼聲，當好法院工作的監督員、社情民意的調查員、法治建設的宣傳員，充分發揮橋梁紐帶作用。盡可能近距離了解法院工作，不斷提高監督針對性、實效性。多提建議、多出主意，加強監督，為法院改進工作出謀劃策，為維護醫務人員的合法權益做出貢獻。

Prof. Weiyun SHI was Appointed as a Special Supervisor of the Supreme People’s Court

In order to implement the spirit of the 19th National Congress of the Communist Party of China (CPC) and the “Opinions of the CPC Central Committee on Further Strengthening the Construction of the Multi-party Cooperation and Political Consultation System under the Leadership of the CPC”, to meet the new task needs of the Supreme People’s Court, to widely accept supervision from the whole community, to strive to achieve the goal of making all the people feel fair and just in every judicial case and to promote the rule of law in China, the Supreme People’s Court held the third special supervisor appointment meeting in Beijing on October 11. Professor Weiyun SHI, the secretary of the Party Committee of Shandong Eye Institute, director of Shandong Eye Institute and president of Shandong Eye Hospital, was invited to the conference and was appointed as a special supervisor of the Supreme People's Court.

The Supreme People's Court established the special supervisor system in 2010, and appoints representatives of the National People's Congress, members of the National Committee of the Chinese People's Political Consultative Conference, people from democratic parties and industry and commerce associations, nonparty personages, experts, scholars, and people from the community level to be the special supervisors.

At the meeting, Qiang ZHOU, the president of the Supreme People’s Court, stressed that the court should give full play to the important role of special supervisors, accept the supervision more consciously, listen to the opinions and suggestions, build consensus and gather strength to promote judicial justice for people. All departments of the Supreme People’s Court should perform their own functions, strictly implement their responsibilities, enhance cooperation to support the work of special supervisors. It is important to combine the work of special supervisors with the work of the departments organically to constantly improve the supervision mechanism.

Prof. SHI said that as a special supervisor selected from the medical and health field, he must take the lead, strictly follow the requirements of the “Regulations on the work of special supervisors of the Supreme People’s Court (Trial)”, earnestly perform his duties, actively provide suggestions, pass on the voices of the masses, and serve as a bridge between the medical workers and the Court. ?

Bixin JIANG, the vice president of the Supreme People’s Court, hosted the appointment meeting. Shizhong MA, the director of the Political Department, read the “Decision of the Supreme People’s Court on appointing the special supervisors”. Xianming XU, the deputy director of the National People’s Congress Supervision and Judiciary Committee, attended the meeting and delivered a speech.

史偉云教授簡介：

史偉云，眼科學博士，二級教授、主任醫師，博士生導師。第十三屆全國人民代表大會代表，中華醫學會眼科學分會常委、專家會員，中華醫學會眼科學分會角膜病組組長，《中華眼科雜志》副總編輯及其他8個眼科雜志編委。現任山東省眼科研究所黨委書記、所長、山東省眼科醫院院長。國務院特殊津貼專家、山東省泰山崗位攀登計劃特聘專家、省有突出貢獻的中青年專家和山東省首屆醫學領軍人才。在臨床工作方面，具有豐富的臨床經驗和嫻熟的顯微手術技巧，能熟練完成各類眼前段手術，如抗青光眼、白內障超聲乳化摘除聯合人工晶體植入和各種眼科屈光手術等，尤其在角膜移植術手術方面具有較高的造詣，能夠熟練進行各類復雜的角膜移植術，已累計完成近萬例。科研教學方面，作為課題負責人或主要人員共承擔科研課題 20 余項，獲得國家發明專利 4 項。其中作為負責人承擔國家 863 重大課題、973 重大專項、國家自然科學基金重點項目和面上項目、山東省自然科學基金及省攻關課題等。發表論文 258 篇、其中 SCI 收錄 53 篇，第一和通訊作者在（PNAS、Ophthalmology）等 SCI 收錄31篇，人民衛生出版社出版我國首部《角膜手術學》和《角膜病學》學術專著，獲國家科技進步二等獎兩項和為首獲山東省科技進步一等獎兩項，并于2018年榮獲山東省科技最高獎。史偉云教授同時還是亞太地區杰出成就醫師獎、中華眼科杰出成就獎、“吳楊獎”等多項大獎的獲得者。

史偉云代表這一建議得到了中華人民共和國最高人民法院的高度重視，經過最高法的認真研究，史偉云代表的這一建議被最高法采納。最高法工作人員，將采納意見函親手交到史偉云代表手中，并鄭重感謝史偉云代表對報告的建議。

作為一名普通的代表，史偉云同志的建議被最高法采納，充分體現了最高法對民意的尊重，真正做到了“從諫如流”，“體恤民意”，同時體現了最高法對全體醫務工作者的關注。

作為醫療界代表，史偉云同志代表廣大醫務工作者，建議將“保護醫務人員合法權益”寫入《最高人民法院工作報告》，對于有效制止干擾醫院正常工作秩序、損害醫務人員合法權益的行為具有重要意義，對于讓醫務人員在醫患矛盾和困境中解脫出來，提高醫護人員的工作積極性，推動醫學文明的進步具有深遠的影響。
